You return to muzan, but he responds with i'm busy right now, come back later. it can be assumed that there is another npc that you are supposed to talk to but almost all of them.

Talking to ubuyashiki has nothing to do with it. Do final selectionn, then talk to hayaka then after you are done with quest hayaka will give you talk to ubuyashiki. Talk to him again, he should let you.
